ABOUT

Paul has enjoyed an international career in banking and infrastructure development, taking him to Australasia, the United Kingdom, Africa, and the Pacific.

Paul started his career as a banker with Citibank New Zealand and later with Midland Montagu Merchant Bank, London. Paul then worked with the United Nations as a UN specialist across Southern and Eastern Africa.

In 1996, he co-founded Cranleigh, an investment bank which eventually had offices in New Zealand, Australia and Singapore.

In 2016, following twenty years as Managing Director of Cranleigh, Paul became the Permanent Secretary for the Ministry of Infrastructure and Transport in Fiji. Here, he oversaw the Water Authority of Fiji, the Fiji Roads Authority, the Fiji Electricity Authority, the Land Transport Authority and the Maritime Safety Authority of Fiji.

Paul’s next role was as CEO of Virgin Islands Recovery and Development Agency, a statutory Authority that had been established to lead the approximate US$1bn recovery following the destruction caused by Hurricanes Irma and Maria in 2017.

He returned to New Zealand in 2020, where he was involved in a number of large infrastructure projects.

He took up his current role, CEO of PNG Power, in April 2025.

Paul is a retired Colonel in the New Zealand Army and has had deployments to Syria, Lebanon and East Timor. He is a Fellow of the Royal Geographical Society, recognising his involvement in numerous international explorations. He is the author of Doctor Livingstone, The Man, Myth and Legend.
