Paulus was appointed Commissioner and CEO of the Independent Consumer and Competition Commission (ICCC) of Papua New Guinea on 5 May 2015. He was formerly with the ICCC as one of its pioneer employees, and held various senior positions. He recently held the position of executive manager for the Regulated Industries Division, before he left in 2013. Paulus obtained a Bachelor of Economics degree from the University of Papua New Guinea. A national of Indonesia, he graduated with a master of laws (LLM) degree from Queen Mary College of University of London under the British Chevening scholarship, and obtained bachelor of laws (LLB) from the University of Indonesia. He joined the ADB under the Young Professional Program in 2002 and spent many years in the Office of the General Counsel.
